RE: Criminal charges against various individuals who appear to have immunity from investigation and prosecution by local and area authorities.

Dear Ms. Reno:

For years, I have been the victim of illegal actions by various persons who have been granted immunity from investigation and prosecution. Unfortunately, this immunity even extends into the Department of Justice and the FBI. Thus this letter goes to the entire pyramid of law enforcement agencies in the hopes that at least one remains that is willing to do their sworn duties.

This letter contains numerous criminal charges against individuals. I request polygraph examination of myself and these individuals on all matters where appropriate.

1. I charge Cynthia Marjean Durrstein (191 N Northampton Ave, Trotwood, OH 45427) with emotional and sexual spousal abuse (including a possible rape charge), obtaining controlled substances by fraud and deception, trafficking in controlled substances, abuse of controlled substances, perjury, filing a false report with the state of Ohio, and possible illegal transfer of a titled motor vehicle. I have some evidence, can identify witnesses, and am willing to testify under oath as to all items. NOTE FOR THE TROTWOOD POLICE DEPARTMENT: If Cynthia Durrstein can not immediately produce the 1962 BMW motorcycle Serial Number 656 121, then this vehicle has either been transferred without title or with a forged title as I have never authorized the sale of this vehicle or signed the title for sale.

The fact that Cynthia has been abused as below does not entitle her to abuse me nor to commit criminal actions in general.

Further, Cynthia has knowingly encouraged and permitted her then minor child, Mark Anthony Bean, to visit and stay for days in a house where she knew crack cocaine and marijuana were constantly used. This may well qualify as child abuse or endangerment by placing her child in harm’s way.

The Trotwood Police Department is not only aware of most of these and has refused to investigate, but has even destroyed evidence that I contend objective analysis would indicate a criminal act had been committed.

In addition, the DAYTON POLICE Department and MONTGOMERY COUNTY SHERIFF’S Department are notified of the probable continuation of the criminal perjury and abuse of process including false documentation to be submitted in the Common Pleas Court of Judge Brigner on November 21, 2000. I request FBI presence as the Dayton Police Department and Montgomery County Sheriff are on the record as endorsing perjury and other criminal behavior by Cynthia Durrstein and her co-conspirator, Richard p. Arthur, in this matter.

3. I charge Betty Chaney, mother of Cynthia Marjean Durrstein, (Vandalia, OH) with the criminal physical, emotional, and sexual abuse of Cynthia Marjean Durrstein. According to Cynthia, the record of local agencies will document this action from some thirty years ago. Additional witnesses can testify to circumstances demonstrating that the abuse continues to this day. Betty’s small stature and age in no way reduce her evil influence on Cynthia, even though Cynthia is co-dependent on this abuser as well.

4. I charge Jeff Seymour (2712 Lorrie Court, Beavercreek, OH) with criminal spousal abuse, complicity to traffic in controlled substances, filing a false report with the Beavercreek Police Department, and conspiring to trick me into violating a court order (even though the court order was obtained with PROVABLE criminal perjury).

5. I charge Marilyn Seymour (2712 Lorrie Court, Beavercreek, OH) with criminal solicitation of controlled substances, abuse of controlled substances (directly across the street from the Beavercreek High School!), and making false statements and claims to the Beavercreek Police Department.

6. I charge Mike Chaney, (last know address 82 Woolery Lane, Dayton, OH and formerly of N. Main St. in Dayton, OH) with the criminal abuse of marijuana (as Cynthia identified the strong stench on Mark upon the completion of one on Mark’s weekend visits to his Uncle Mike) in the presence of minors. Mike has also made other references indicating that his abuse of marijuana continues.

7. I charge Matthew Goubeaux (last known address at 2382 SR 571, Tipp City, OH, 45371) with trafficking in marijuana and providing marijuana to minors. This is in complicity with his wife, Pat (sister of Cynthia Durrstein). Specifically, family conversations have repeatedly contained information that the Matthew obtains large amounts of marijuana to supply his own habit and that of his family and uses the sale of much of this to pay for his own use. Further I have heard conversations of how this marijuana has been provided to his stepson, Rob, and his nephew, Richard Bean (who, with his wife Stacey, apparently use marijuana in the presence of their infant child – a possible child endangerment).

Although many of these criminal activities are known to local and area law enforcement, prosecutorial personnel and agencies, and the courts, these parties continue to enjoy immunity from the legal and moral consequences of their behavior. Even worse, the local agencies destroy evidence (Trotwood and Beavercreek Police Departments) and assist these parties (Beavercreek Police Department, Dayton Police Department, and others) in the persecution of innocent and law-abiding citizens, myself and my children. How and for how long can these multiple criminal enterprises and persons continue?

This is only the tip of an iceberg of the indulgence of and even participation in criminal behavior by local law enforcement and court personnel. For almost twenty years, I and my children have been the victims of abuses of person, process, law, and the United States Constitution by these persons and those charged with investigating criminal acts and enforcing the law. This includes wire-tapping, tampering with evidence, child abuse, perjury, and an endless string of other illegal acts which have even been the subject of a nationwide investigation by the FBI and yet the local US Attorney General refused to act upon such federal violations and the Ohio State Supreme Court Justices have personally signed documents that declared such acts are "not a violation of professional ethics" when done by a lawyer in civil matters. Even local judges and prosecutors have been aware of these criminal actions and rewarded the criminals at the expense of myself and my children.

The local Federal Courts have, on the record, consistently sought to protect their professional cronies from the legal ramifications of their illegal actions, I have also been denied my rights to representation, to equal justice, and to due process by corruption in the local and appellate Federal Courts. These serious charges are demonstrated and well-documented in case # 3:CV-83-0000719 in the Southwestern District of Ohio and the Sixth Circuit Court of Appeals.

Since this PROVEABLE endorsement of criminal actions continues unabated for two decades, I request an immediate investigation into the activities of these personnel and agencies who act to protect criminals at the expense not merely of citizens, but of minor children and the United States Constitution.

Yes, this sounds unbelievable! Yet, all is true with supporting physical evidence and polygraph verifiable testimony. Even more unbelievable is that some this group of agencies and law enforcement personnel, led by the Greene County Prosecutor, may even have conspired to cover up the murder of a young boy. Truth really is stranger than fiction.
